THE 3RD ANNUAL COMPETITION AND ECONOMIC REGULATION (ACER) WEEK<\/strong><\/p>

11 – 15 July 2017<\/strong><\/p>


The 3rd Annual Competition and Economic Regulation (ACER) Week\u00a0in Southern Africa will take place in Dar es Salaam, Tanzania, from 11 \u2013 15 July 2017. The week consists of three professional training programmes running concurrently from 11 \u2013 13 July 2017 and a conference on 14 & 15 July 2017.

The conference will address key issues in industrial policy, development, competition, and economic regulation in Southern Africa. It is co-hosted with the Tanzanian Fair Competition Commission, REPOA, the Energy and Water Utilities Regulatory Authority of Tanzania.

For the professional training programmes, key facilitators include Dr Javier Tapia<\/strong>, Judge at the Competition Tribunal of Chile,\u00a0Dr Deo Nangela<\/strong>, Director of Restrictive Trade Practices at the Fair Competition Commission of Tanzania,\u00a0Prof Jonathan Klaaren <\/strong>of University of Witwatersrand,\u00a0Thabiso Madiba<\/strong>\u00a0(CA) SA, senior lecturer at the University of Johannesburg, and Prof Simon Roberts<\/strong>\u00a0of University of Johannesburg.

The Professional Training Programmes are targeted at practitioners from competition authorities, economic regulators, law firms, consultancies, research institutes and academia. The following Professional Training Programmes will be offered:
1.\u00a0Core Principles in Competition Analysis <\/a>covers the latest developments in economic theory and their application to analysis of competition cases, with case examples from international jurisdictions. The programme will cover frameworks for understanding abuse of dominance, coordinated conduct and mergers from theoretical and practical perspectives.
2.\u00a0
Economics and Law for Economic Regulation <\/a>covers the core principles and key concepts of economic regulation, as well as highlighting the interface between competition and economic regulation. The programme will include a detailed treatment of the appropriate tests, evidence and assessment needed to analyse specific regulatory matters.
3.\u00a0
Financial Analysis for Competition and Economic Regulation<\/a>\u00a0provides an introduction to financial analysis and cost accounting for economic regulation. Different costing methodologies can result in very different tariffs for regulated entities or different evaluations of a firm\u2019s conduct. This includes measures of the cost of capital. This programme will cover theoretical and practical aspects of these topics.

The teaching approach <\/strong>will combine lectures with case study exercises. The lectures will cover key theoretical underpinnings in an accessible way with illustrations of how the theories are applied in practice. Reference will be made to precedent-setting cases in different jurisdictions so that participants will have a good grasp of the important decisions, as well as why they may differ across regions.
