Over the past two decades the global industrial landscape has been reshaped by profound structural and technological transformations. The rise of new industrial powers, China in particular, has led to the restructuring of global production systems and the reorganisation of production cycles, as well as changes in global trade patterns. While approaches adopted in different countries and policy targets vary, reflecting their respective contexts, there is some evidence of a convergence on the effectiveness of particular packages of policy interventions, as well as on the governance and political economy factors responsible for effective policy implementation and enforcement. In particular, policies targeting industrial technology and financial infrastructures combined with coordinated incentives supporting domestic and regional value chains integration have led to higher value creation, capture and distribution in the domestic industrial system, as well as technological development, diversification, and longer-term coordinated investments.
The lecture will present a comparative review of industrial policies internationally including South Africa, as well as highlight the current trends in ‘new’ industrial policies.
